Why Sue?


Sue Kelly is an example of what a Member of Congress should be-respected by colleagues, an effective legislator, able to return to the district its fair share of federal funds, one who represents the values and priorities of their district.

Since her election in 1994, Sue Kelly has authored, written or sponsored important bills which have become law, including:

*Legislation which eliminated the capital gains tax on middle class homeowners when they sell their home. Prior to passage, homeowners were forced to forfeit nearly 30% of the appreciated value of their homes to the Federal government.

*Hudson River Habitat Restoration Act. This legislation provided millions to New York to preserve and protect the Hudson River, improve water quality, protect open space, and the pristine environment of the Hudson highlands.

*The Transportation Equity Act for the 21st Century, and the Safe, Accountable, Flexible, Efficient Transportation Equity Act, which has directed more than $27 billion to New York to make critically needed repairs to roads, highways, bridges and mass transit systems.

*Women's Health and Cancer Rights Act, which guarantees women reconstructive surgery following a mastectomy.

*Truth-in-Regulating Act, which requires the government to assess the impact of regulations on small businesses before they are implemented.

*Highland's Preservation Act, which authorizes the use of federal funds for the purchase and conservation of open space in the Hudson Valley.

*Terrorism Risk Insurance Act, which created a federal program that guarantees the terrorist-related claims will be paid. Prior to passage, builders and contractors had found it very difficult to obtain insurance in places like New York City that are targets for terrorism.

In addition, Kelly has sponsored several legislative initiatives which have passed the Congress and await action by the Senate, including:

*Business Checking Freedom Act, which would repeal a 70 year old law that prohibits banks from paying interest on a business checking account.

*Increased Capital Access for Growing Businesses Act, which would increase small business access to capital for growth and job creation.

*Small Business Health Fairness Act, which would allow small businesses to join together through bona-fide trade associations to purchase health insurance for their workers. The Congressional Budget Office estimates the legislation would save the typical small business owner or worker up to 30 percent on health insurance premiums.

Two additional bills are expected to be acted upon this year by the Congress, including:

*Cut Unnecessary Regulatory Burden Act, which would extend rules requiring the federal government to assess the impact of proposed regulations on small businesses before they are implemented.

*Breast Cancer Patient Protection Act, which would require insurance companies to cover a minimum 48-hour hospital stay for patients undergoing a mastectomy.

She has also helped lead efforts in Congress to provide prescription drug coverage for seniors, pass a Patient's Bill of Rights, abolish the marriage penalty tax, the death tax, make college tuition tax deductible, increase funds for local police protection, homeland security, new schools and smaller class sizes, improve access to affordable health care, reduce the federal income tax and shield middle-class taxpayers from the alternative minimum tax. Because of tax cuts at the federal level, billions that would have otherwise gone to Washington have remained in New York to fuel economic growth, start small businesses and increase the disposable income of New Yorkers.

Residents of the Hudson Valley have benefited from her efforts to secure our fair share of transportation and homeland security funds. Many communities have received critically needed funds to improve drinking water supplies, repair roads, bridges, sidewalks and highways, augment local police protection, improve fire safety, and preserve open space. She was instrumental in securing funds to construct a new Veterans nursing home in Westchester County, and a new state-of-the art control tower at Stewart Airport in Orange County.

In past elections she has been endorsed by numerous environmental organizations, including the New York League of Conservation Voters, veterans groups, police and law enforcement organizations, firefighters, labor unions and senior citizens groups.
